EDUCATION

Entrance to EU will administer to schooling and education of young people. That reaches with several programs for youth and some of them are:
 

1. TEMPUS (link)

It's program for cooperation of EU and countries of east and west Europe linked with high education. It was started in 1990 and it finances projects that are connected with universities control, cooperation between firms and universities, reform of high education and assignment of scholarship for professors and students. It’s part of EUs program for economical and social reconstruction of middle and east Europe (PHARE program) and Community of Independent countries and Mongolia (TACIS program).
 

2. Leonardo da Vinci

Leonardo da Vinci is program for professionally accomplishing. Its goal is promoting of projects for transnational cooperation in professionally accomplishing. It unites what’s reached with these programs: COMETT, PETRA, FORCE, LINGUA and EUROTECNET and it gives them a new dimension.
 

3. SOCRATES (link)

It’s plan of EU for education and it is part of strategy of EU, which stimulates continual learning. It is conducted on countries that are part of EU, Liechtenstein, Island and Norway. That program stimulates cooperation in:

• primary education (subprogram COMENIUS)

• high education (subprogram ERASMUS)

• promotion of learning foreign languages (subprogram LINGUA)

• promotion of distance learning (subprogram ODL)

• education of adults (subprogram ADULT EDUCATION)

SOCRATES is occupied with exchange of knowledge and informations about systems of education and schooling politics. For the purpose of enabling that, EU develops network of national information centers for recognition of academically levels, plans of visits of students and informational network for education.
 

4. KALEIDOSCOPE

It’s a program for stimulating of culturally and artistic initiations in Europe. It finances projects and occasions from all artistic areas. Also, it finances professionally accomplishing and education of artists in which are included at least three countries that are EU members.
 

5. RAPHAEL

RAPHAEL stimulates cooperation of EU members in area of culturally heritage of countries.
 

6. EURATHLON

It is a program that stimulates sporting activities.
 

7. YOUTH program

YOUTH is one of programs of EC that is occupied with education and it gives to young people possibility of active contribution in construction of Europe. It’s intended to youth who are old between 15 and 25 years.

Goal of YOUTH program is making of base for cooperation on develop of youth politics, based on informal education. It supports learning in whole life, develop of skills and ability and awaking of citizen consciousness.

Program gives special attention for reach and preservation between independent develop and achievements of young people and collective activity. Its goal is support for earning knowledge, skills and abilities and recognition of amount of that, fight against racism…

YOUTH gives informations, offers financial support for projects of young people and it abets develop of new partnerships in Europe. 25 countries are included in program, 3 EU members, members of EFTA and EEA – Norway, Island and Liechtenstein and 3 countries candidates – Bulgaria, Romania and Turkey.

For most of projects that YOUTH finances, necessary is agreement of one or more EU members. Program has 5 actions:

1st action: Youth for Europe: Youth can meet when they are in exchange for exploring or studying about culturally differences.

2nd action: European volunteer service: Youth can help as volunteers in foreign countries in several labour areas, and spend 12 months working that.

3rd action: Encouragement of young people: Support can be given to youth for making of projects so they can express their creativity and spirit of initiation.

4th action: Associated work: Support and making of programs like Leonardo da Vinci, SOCRATES and TEMPUS.

5th action: Back-up measures: Support for activities which are increasing of other actions and are increasing quality of projects.
 

Croatia and YOUTH program

Croatia is one of “third countries” so it can be part of actions 1, 3 and 5.

Postulate for working in whole program is establishing of national agency for enforcement of YOUTH program. EU commission waits for initiation of ungovernment sectors. Ministry of family, guardians and intergeneration solidarity takes charge for preparing.
